How Tax Authority Index is built

How it is built, by role
The same roles apply across the whole collection. Nothing in this block is specific to this site; what the site says about itself is quoted word for word below it.
- 1
Edge network
Visitors reach a site through an edge layer: a content delivery network with a web application firewall in front of it.
- 2
Application host
The edge talks to an application host that serves the site and renders its pages.
- 3
Data
What the pages show comes from a relational database or, for a site pre-rendered at build time, from data files built into its release.
- 4
Scheduled measurement
The collection measures its sites on a schedule: content dates and site health nightly, page counts read from each site’s sitemap weekly. Every reading is kept with its date. A site too large to re-walk is not re-measured, and shows no trend.
- 5
Public status feed
A monitoring panel sends a signed report on uptime, deploys and backups once a day, and the Operations page publishes it. A figure on this page that comes from that report says so.
In the site's own words
Each passage is copied unaltered from a page the site publishes, with the address it was taken from and the date we took it. We add nothing between them.
“Tax Authority Index answers one question at a time, per jurisdiction and per power: does this tax authority hold this enforcement power — and what is the evidence?”
“201 jurisdictions carry 1207 evidence-backed claims across 12 powers; 224 jurisdictions tracked in total.”
“Every affirmative claim in the matrix carries a verbatim quote from its source, plus the source URL. There is deliberately no composite “strictness score”: scores hide judgment calls, and per-power evidence exposes them instead. See the full methodology for how each status is assigned, and coverage for what is and isn’t in the data yet.”
“A verification job re-fetches every cited source weekly and re-checks the quote character for character.”
“If a quote can no longer be found — the page changed, the law was repealed, the link moved — the claim is automatically withdrawn.”
“Statistics that authorities publish about themselves — audit counts, compliance yield, prosecutions, the tax gap — are reproduced exactly as each authority states them. They are never ranked against each other, because every administration defines these terms differently. See sources for the full list of datasets behind the site.”
“Some tax authorities publish annual statistics the project cannot reach because the host blocks automated requests; those sources are recorded as blocked, not silently dropped.”
“No dressing up silence as “no”. “Not yet assessed” is a real, distinct state — absence of evidence is not evidence of absence.”
